Our current understanding (at 17:50 Local time in Germany) is that when the race is finally restarted, currently understood to be some time away with a further incoming storm front due before 7pm, the cars will form up behind the Safety Car(s) with the gaps between the cars nullified.
In the meantime, with the clock still running, damaged cars can be repaired back in pitlane, or indeed out on the circuit.
Whilst Olaf Manthey is currently telling media that he is pessimistic of a prospect to recover and repair the #911 the rules would certainly allow that to happen if a repair was possible. The car is currently stuck in traffic on a flatbed en route to the paddock!
